OLA Energy Ethiopia Limited is a Company engaged in the distribution of Oil and Gas Products in Ethiopia. We would like to recruit a Procurement Supervisor, who can join our diverse and talented Finance team. We offer an environment where development, challenge, and recognition are encouraged. Here is what we are looking for.

Major Duties and Accountabilities:

  • To manage and implement all Contracting & Procurement Processes in line with company requirements, including the Requestion-to-Payment process.

  • Identifies and analyses supply chains within the company, defines cost drivers and identifies cost levers for an efficient procurement system capable of producing significant cost savings and keeping inventory and loss at a minimum.

  • Applies the total cost of ownership concepts in the preparation of cost estimates for the development of purchase requisitions and contract tender evaluation plans.

  • Provides advice and support to the business on Contracting & Procurement matters by:

    • Receiving/ obtaining requests for procurements

    • Determining appropriate procurement methodology

    • Facilitating approval of designs /specifications

    • Selecting suppliers for the required items and services from local and overseas sources 

    • Evaluating offers in a timely manner and at lowest total cost of ownership without compromising quality through laid down company procurement procedure and policy.

    • Updating Contracting & Procurement policy and procedures

    • Validate classification of contract.

  • To manage Contracting & Procurement governance in the operation unit, including Contract Board(s), OLA Energy Business Principals and interfaces with the local Class of Business management teams.

  • Ensure the company has high caliber suppliers in line with contracts/procurement needs by identifying, pre-qualifying and developing new vendors, maintaining a duly approved supplier list approved by the tender board and carrying out vendor rating and appraisal to ensure continuity or revision as and when need arises.

  • To develop and implement sustainable development procurement plans in line with the company objectives.

  • To liase in developing and implementing medium and long-term contracts in co-operation with the Class of Business Managers. 

  • To manage contracts closely with business.

  • Evaluate contractor’s performance.

  • Ensure implementation of contracts, compliance with terms and conditions when placing orders and those users are informed and aware of all such initiatives.

  • To develop and implement appropriate management, supervision and performance measurement of the LOGISTICAL activity

  • Maintains, analyses and publishes Key Performance Indicators (KPIs) of Contracting & Procurement process to customers and stakeholders on a timely basis.

  • Approves purchase and service orders.

  • Develops KPI’s, carries out spend analysis to identify areas where savings can be achieved, monitors and measures spend reduction performance against set KPIs.

  • Transfer knowledge and professionalism to relevant staff.

  • Attend tender board meetings to give advice and answered questions related to the procurement procedure but not as part of decision making.

  • Ensures adequate prequalification criteria and award criteria for all tenders.

  • Monitors compliance to Tender Board Policy/Procedures

  • Arrange Evaluation & processing of tenders.

Competencies/Skills needed

  • Ability to work under pressure

  • Having good analytical skills

  • Very good team player

  • Knowledge of the use of computers, i.e., MS Word and MS-Excel

  • Good communication skills

  • Experience in supervisory level is advantageous

  • Having reasonably good experiences in purchasing and procurement software systems

Qualifications requirements

  • BA Degree in Purchasing & Supply /Management/Accounting/Finance or related field of studies from a recognized college/university 
  • A minimum of 5 years’ experience in procurement and finance related areas.

Language Requirements (Essential):

  • Essential:  Proficiency in English and Amharic
