Job Description:
Personnel service is responsible for the human resource and personnel activities of EHRCO including human resource planning, development, requirement, managing personnel (recruitment, appraisal, termination, transfer, compensation packages, and disciplinary measures), code of conduct and ethical considerations and coordination.
Duties and Responsibilities:
Introduce, develop and implement personnel system management strategies, policies, and procedures;
Provide competent and committed employees for the council in collaborating with work units;
Develop, get approval and implement salary scale and incentive schemes;
Plan, coordinate, evaluate and report the training need assessment, identified by functional areas, in collaboration with relevant services and departments,
Organize the development and implementation of the council organizational culture.
Maintain, implement and review annual staff appraisal system;
Coordinate employee relations policies and procedures,
Ensure that personnel files and records are properly handled and kept;
Handles employee compensation administration.
Responsible for administering and ensuring the efficient provision of support services including transport, communication, utilities, housekeeping maintenance, health and safety and social services.
Responsible for the management of common facilities and properties
Planning, scheduling, and promoting office events, including meetings, conferences, interviews, orientations, and training sessions
Ensure the recruitment, promotion, transfer, training, performance appraisal, termination, pension administration, disciplinary and other activities of human resource/ personnel should do. The execution is in accordance with regulations and directives of EHRCO and Labor Law of the Land;

REPORTS TO: HR, Procurement, Store and General Services Section Head
This position involves working with beneficiaries and is subject to strict safer recruitment checks. The successful candidate will be required to complete a police check and sign a self-declaration form to help enforce our Safeguarding Policy. EHRCO has a zero-tolerance stance toward sexual harassment, exploitation and abuse, and child abuse in any form, perpetrated by our staff, members, or any associated personnel against anyone.

Requirements
Education/Training
BA in management or public management
Experience
Minimum of 3 / three years’ experience in personnel, HR and related assignments
Technical And Other Skills
Excellent understanding of Ethiopian and internal labour laws
Effective organizational skills
Ability to form working relationships with people at all levels
Teamwork skills
Understanding of HR databases
Excellent understanding on managing of performance appraisal processes.
Interpersonal skills
Meticulous attention to detail
IT skills
