The recruiter assist the Bahir Dar Specialty Eye Center (BDSEC) team with the processing of new hires and assist with all recruiting-related duties. 

The Bahir Dar Specialty Eye Center (BDSEC), an initiative of Cure Blindness project, has finalized its office set-up and is expected to become a leading institution in the fight against avoidable blindness in East Africa. For over 25 years, the initiative has been at the forefront of global efforts to eradicate avoidable blindness by developing high quality, cost-effective eye care systems in underserved regions. It has facilitated over 1.4 million sight-restoring surgeries and screened more than 14.5 million people, providing essential care and treatments to those in need.

In addition to these surgical achievements, the initiative has trained over 19,500 eye health professionals and established five eye hospitals around the world. As part of its continued commitment to improving global eye health, BDSEC is proud to introduce a state-of-the-art facility in Bahir Dar, Ethiopia. Currently under construction and set to be completed by August/September 2024, BDSEC will offer advanced cataract surgeries and a wide range of specialized eye examinations and surgical procedures.

BDSEC is seeking to recruit a team of highly skilled professionals who will play a crucial role in the Center's mission to restore sight and improve the quality of life for countless individuals in the region. We invite qualified candidates to apply for the following key positions:

Overview 

The Chief Finance Officer (CFO) is responsible for the financial management and oversight of the Bahir Dar Specialty Eye Center (BDSEC). The CFO will develop and implement financial strategies to support the center's goals and ensure its financial sustainability. This role includes overseeing all financial operations, ensuring compliance with regulatory requirements, and providing strategic financial advice to the CEO and the executive team. The CFO will also play a critical role in the center's launch and operational phases, ensuring that financial resources are effectively managed to support the center’s mission.

Key Responsibilities:

Financial Strategy and Planning

• Develop and implement financial strategies to support the Center’s mission and goals.

• Perform budget forecast for strategic plan in collaboration with other units. 

•  Advise the CEO and executive team regarding strategic financial matters.       

Financial Management and Financial System Development 

• Prepare/review financial policies and procedures manual. 

• Oversee and perform all financial operations, including accounting, budgeting, and financial reporting.

• Ensure timely and accurate financial reporting to the CEO, Board of Directors, government, donors and others.

• Manage cash flow, investments, and financial reserves.

Compliance and Risk Management

• Ensure compliance with all financial regulations and standards, including those specific to healthcare organizations.

• Identify potential non-compliance risks and set up safeguarding mechanism as part of risk mitigation. 

• Implement and maintain internal control system to safeguard financial assets.

• Identify and mitigate financial risks.

• Perform daily compliance checking. 

Operational Oversight

• Prepare annual budget for the Center. 
• Organize and perform daily financial transactions. 
• Ensure financial resources are allocated appropriately in collaboration with other units.
• Review financial documents, transactions and contracts. 

Staff Management and Development

• Plan, organize, training and build finance team. 

• Recruit finance staff as appropriate. 

• Foster a positive and collaborative working environment.

• Provide ongoing professional development opportunities for finance team members.

• Supervise and support finance team. 

Reporting 

• Prepare/ review financial report to internal and external users. 

Other 

•  Perform other duties as required.

Education and Qualification 

• Master’s degree in Accounting, Finance or a related fields.

• ACCA, CPA or equivalent professional qualification is preferred.

Additional Skills 

• Strong understanding of financial regulations and standards applicable to health sector. 

• Excellent leadership and interpersonal skills.

• Strong analytical and problem-solving abilities.

• Excellent in advanced Excel skills including Power BI. 

• Proficiency in financial management software and tools (ERP, QuickBooks and other similar accounting software).

• Excellent communication skills.

Relevant Experience 

• Minimum of 10 years of experience in financial management, with at least 5 years in a senior leadership role.

• Excellent experience in adapting financial and business model.

• Experience in managing donors funded projects and donors reporting requirements.
