Overview

  • Chief Operating Officer (COO) is a key member of the senior management team, responsible for overseeing and implementing the daily operations of BDSEC and its various departments. The COO work closely with the CEO to plan and carry out improvement initiatives, and can have a significant influence on the culture of your workplace.

  • The COO will supervise and oversee Human Resource, Procurement and Logistics, IT Services, General Services, Oversight the Security and Biomedical Engineering unit with the Center.

  • The COO will play a key role in driving the center's strategic vision, ensuring operational excellence, and fostering a patient-centered culture.

Key Responsibilities:

Strategic Leadership

  • Develop and implement operational strategies that align with the center’s overall mission and goals. 

  • Collaborate with the Chief Executive Officer (CEO) and other leadership team members to develop and implement long-term strategic plans and set operational priorities and objectives.

  • Oversee the development and implementation of strategic plans and budgets.

Team Building and Development

  • Recruit and develop talented individuals to support the establishment, growth and success of the organization.

  • Build and lead operational team in the manner that could achieve their best talent.   

  • Build and lead a high-performing team, fostering a collaborative and supportive work environment.

Operational Leadership

  • Develop and implement operational policies and procedures to ensure efficiency, effectiveness and compliance with regulatory requirements.

  • Oversee day-to-day operations of various units including human resource, administration, general service, procurement and logistics and IT service.

  •  Prepare annual budget for the operation unit

Human Resources Management

  • Develop/ review human resources policies and procedures of the Center 

  • Lead the recruitment, training, and retention of key staff members.

  • Foster a positive work environment that promotes teamwork, professional growth, and high levels of employee engagement.

  • Implement performance management systems and ensure all staff are adhered to policies and procedures of the Center.

  • Manage workforce decisions and resource allocation for the Center. 

Procurement and Logistics

  • Develop /review  procurement and logistics policies and procedures of the Center 

  • Responsible for identifying and selecting suppliers, negotiating contracts, and managing supplier relationships.

  • Coordinates the movement of medical supplies and office goods, including selecting carriers, scheduling shipments, and tracking deliveries.

  • Oversees the management of inventory levels, ensuring adequate stock levels while minimizing costs.

  • Manage logistics to ensure efficient delivery and storage of supplies and equipment.

General Services

  • Manage general services, including facility maintenance, safety, cafeteria, information desk cleaning and security.

  • Responsible to manage and supervise outsource services (security and catering).

  • Ensure that all services are delivered effectively and efficiently and in line with the Center’s standards.

IT Services

  • Oversee the management and maintenance of IT infrastructure and systems.

  • Ensure the availability and functionality of technological resources to support clinical and administrative operations.

  • Oversight all IT and related technology are well functioning and ensure that all the new systems are working to the extent of the Center standards.

Biomedical Engineering

  • Oversee the maintenance and operation of medical equipment.

  • Ensure compliance with regulatory standards and perform regular checks and maintenance.

  • Provide technical support in relation to medical equipment controlled by the Center.

Safety and Security Management

  • Perform routine evaluations to detect potential security risks and weaknesses.

  • Conduct regular safety assessments and provide updates to staff to ensure ongoing environmental awareness and compliance.

  • Create and enforce comprehensive security measures to safeguard patients, staff, and property.

  • Work out with insurance companies to protect the Center’s property from any damages, which could require insurance. 

  • Guarantee the facility’s readiness to handle emergencies and disasters efficiently.

Reporting and Compliance

  • Prepare and submit regular reports to the CEO on operational performance and key metrics.

Other 

  • Perform other duties as required.

Reports to: Chief Executive Officer (CEO) 

Education and Qualifications

  • Master’s degree in Business Administration/ Management or related fields.

Additional Skills Required

  • Strong leadership and management skills.

  • Strong understanding of healthcare operations, regulations, and quality standards.

  • Excellent communication and interpersonal abilities.

  • Strategic thinking and problem-solving skills.

  • Proficiency in financial management and budgeting.

  • Ability to work in a multicultural and diverse environment.

  • Knowledge of healthcare regulations and standards.

  • Proficiency in advanced Excel tools including Power BI and healthcare management software.

  • Human resource management skill. 

Relevant Work Experience

  • A minimum of 10 years of progressive senior leadership experience in a healthcare setting, preferably in an eye care facility or similar environment. 

  • Demonstrated experience in operational management, strategic planning, and financial oversight.

  • Proven track record of successfully leading teams and managing complex projects.

  • Experience working in an international or resource-limited setting is a plus.

  • IT and system integration experience. 

  • Experience in managing professionals especially the health professionals.
