Job Description 

Finnish Refugee Council (FRC) (www.refugeecouncil.fi) is an international non-governmental organisation with Head Office in Helsinki. 

FRC advocates for the rights of refugees, displaced populations and migrants, and supports their new beginnings. By reinforcing equality and creating opportunities for everyone to lead a good life, FRC promotes the establishment of stable and peaceful societies. 

Education forms the foundation of an equal society, and FRC´s activities in Ethiopia place emphasis on capacity building for the most vulnerable members of societies and supports their active participation in communities, thus strengthening basic democratic structures. At the core of FRC’s work is inclusion of vulnerable groups and therefore, special emphasis is placed on the protection of persons with disabilities, women and youth in all activities.  

FRC has been registered in Ethiopia and accorded legal personality with Registry Number 4184 on 11th of June 2019 as a Foreign Organisation.  

Position Summary:  

The primary responsibility of this position is to plan, arrange and monitor adult education training for adult refugees and host communities, (ensuring the effective participation of women, girls, and vulnerable groups including People with Disabilities (PWD)), and to provide technical support and mentoring to the volunteer literacy and language instructors. 

The position is part of the FRC “Adult Education” – project. 

Key tasks and responsibilities

Technical Functional Adult Education Support and Training (40%): 

  • Plan, monitor and implement functional adult literacy (FAL), English for All (EFA), and livelihood skill training following the agreed curricula, topics, and thematic area of intervention.
  • Provide technical support and capacity building to peer facilitators in the field of adult teaching, literacy, and language training regularly upon identified capacity gaps
  • Arrange and support practical exercises, and livelihood activities in support of functionality in FAL/EFA courses and livelihood activities.   
  • •Identify and plan inputs require for the proper implementation of learning and facilitate the fulfilment of supportive materials to the respective learning centres under the leadership of the Field Office Manager. 
  • Collect different new emerging topics in the context of the community FRC operating in and report to the respective technical team to be included in the curriculum 
  • Continuously coach and build the capacity of Peer Facilitators on gender-sensitive adult learning approaches and methods and follow up on their progress 
  • Work with the Protection and Inclusion focal points on ensuring the integration of gender and PWD and other inclusion issues in the FAL implementation 
  • Ensure the Community Based compliant and Feedback Response Mechanism (CBFCRM) is properly emplaced and is functioning under your area of responsibility

Monitoring, Evaluation, and Learning (30%)

  • Establish learners’ profiles and list them per FRC requirements at the field office level with the relevant level of detail
  • Support the facilitation and community mobilization for the MEAL data collection
  • Participate in regular project review exercises and cluster working group meetings
  • Collect and analyse data using FRC-designed M & E tools and forms on learners’ performance and on peer facilitators’ skills and competencies with the support of the Programs Team
  • Periodically analyse and report progress toward learners’ performance and pathway to Empowerment (POE).
  • Record, document, report, and discuss the lessons learned and possible corrective actions to your immediate supervisor. 
  • Coach, track, monitor, and capacitate peer facilitators’ performance during course delivery 
  • Monitor and evaluate the progress of learners and report the summary to the field office manager. 
  • •Assess the performance of PF& FAL learners and report to FOM timely

Innovation (10%)

  • •Research and flag to the Programs Team methods and teaching approaches to enhance functionality and learners’ involvement. 
  • •Research and flag to Programs Team new learning materials to promote functionality and participation. 
  • •In consultation with program colleagues, design and implement extracurricular activities that enhance the quality of FAL outcomes and improve the learning atmosphere 
  • •Facilitate, grassroots reading materials development
  • Community Mobilization (10%)
  • •Engage partners in the mobilization and involvement in functional adult education activities. 
  • •Mobilise and motivate adult learners (especially women and PWDs) to join the learning groups.
  • •Work with formal and nonformal community structures to raise awareness and enhance enabling environment for the participation and benefit of women and girls and other vulnerable groups 
  • •Identify potential volunteers in the community to facilitate and teach literacy and language courses as instructors. 
  • •Support the coordination of the graduation ceremonies for learners. 

Other (10%) 

  • •Identify and flag to Programs Team other humanitarian/development interventions implemented under the assigned location 
  • •Identify appropriate temporary learning location in collaboration with responsible government and community structure for FAL learners and ensure its minimum standard maintained  
  • Participate at grassroots or camp-level thematic area meetings representing FRC and in coordination with the Field Office Manager
  • •Perform other duties given by the immediate supervisor

Measurable outputs and performance indicators

  • Literacy and English training of adult learners implemented, and English Instructors trained and able to facilitate course independently
  • Data collected and analysed using FRC-designed monitoring and evaluation tools and forms
  • Level of inclusion, quality of follow-up, and retention of vulnerable FAL participants including women, girls, and PWD
  • Graduation for the successfully completed learners 
  • Adult learners mobilized and motivated to join the learners’ groups in the community
  • Suitable Peer Facilitators identified in the community to facilitate adult learning

Duration: One year contract with possible extension

Salary: As per the FRC salary scale

Professional Standards: 

FRC staff must adhere to the values and principles outlined in the FRC Code of Conduct. 

EDUCATION:

  • Bachelor or degree in Adult Education/Pedagogy or Community Development with strong experience in adult education and literacy.

EXPERIENCE:

  • Strong experience in training, material development, and participatory assessments. 
  • At least 3 years of professional adult education work experience with communities. 

Essential Skills:

  • Should be flexible, and innovative, with good record keeping, report compilation, communication, and interpersonal and teamwork skills.
  • A self-starter, and able to work with minimum supervision.
  • Able to work under pressure with competing deadline
  • Able to work with a multi-cultural environment within the organization.
  • Ability to communicate in Agnwa is preferred
