Consultancy Announcement for assessment of the One Health Approach in Ethiopia
BACKGROUND AND CONTEXT OF THE PROJECT
The Resilient Agriculture for Inclusive and Sustainable Ethiopian Food Systems project (RAISE-FS) is a four-year initiative dedicated to transforming Ethiopia's food system. The project employs a demand-driven, interdisciplinary research approach, aligning with the Ethiopian government's objectives for food system transformation. RAISE-FS envisions a resilient and inclusive food system that incorporates all stakeholders, particularly women, youth, smallholder farmers, and marginalized groups. The project aims to strengthen rural livelihoods and contribute effectively to the food system by generating evidence-based solutions for the social and economic empowerment of youth, focusing on key commodities like seed spices, oilseeds, potatoes, pulses, poultry, and food security crops.
RAISE-FS seeks to achieve five key outcomes: increasing social and economic empowerment of women and youth, enhancing efficient and environmentally sustainable production, improving sector performance and value chains, increasing the availability of safe and nutritious foods, and strengthening the enabling environment for system change. Recognizing the potential of adopting the One Health approach to help aid in achieving these outcomes, the project aims to understand how policy related issues help or hinder the One-Health strategy of the Government of Ethiopia. RAISE-FS has already identified food safety and pesticide use as a major issue for sustainable food system transformation and wants to put this in the broader concept of One Health. To fully harness this potential, RAISE-FS seeks a consultant to conduct a comprehensive assessment of how the One-Health approach has been applied in Ethiopia, and identify the key stakeholders that are needed to realize this opportunity.
OBJECTIVES OF THE ASSIGNMENT
Review how the One-Health Approach has been applied in Ethiopia.
Assess the linkage among major stakeholders in the One Health approach in Ethiopia.
Examine the challenges and opportunities of implementing a One-Health approach.
Provide recommendations for an effective adoption of the One Health approach in relation to food systems transformation.
EXPECTED DELIVERABLES
Inception Report: Detailed research methodology and work plan.
Draft Report: Summary of findings from the assessment.
Final Report: Comprehensive analysis with recommendations.
SCOPE OF WORK
Conduct desk research on One Health in Ethiopia and other countries.
Hold discussions and interviews with various stakeholders, including government officials, NGOs, veterinarians, farmers, food safety workers to understand the linkages across the different One Health sectors, and the existing gaps or limitations that exist and how to overcome them
Analyze the participation of the food safety and pesticide sector within the context of One Health.
Analyze data to identify patterns, trends, and challenges.
Present findings at a validation workshop.

CONSULTANT REQUIREMENTS
DVM or PhD in social sciences, agriculture/food systems related topics
Minimum of 7 years of experience in One-Health Approach, Animal Health, Policy and Strategy Development.
Strong research and writing skills.
Experience in organizing and conducting key informant interviews and focus groups.
Fluency in English
An understanding of the governance structure in Ethiopia.
