Under the supervision of the project field coordinator and additional instruction from Location Finance Manager and Location HR and Admin Coordinator , the Project Finance and Admin Officer is responsible to the project office administration and financial transactions to the project and tasks, prepares periodic financial statements and reports, and keeps the records of the accounts books up to date according to SOS Financial Manual & Procedureā€™s and involve in financial closings. The job incumbent reports to Project Coordinator and works closely with the respective Location Finance manager and Location HR and Admin Coordinator.

Your role?

Cooperation and Reporting Relationships

  • Works closely with Project Field Coordinator, Loction HR and Admin Coordinator and Location Finance Manager. 

 Essential duties and responsibilities:

  • Handling of tasks related to administrative issues of the project office such as Fleet management, annual leave management, office security and cleanliness.
  • Organizes properly record keeping of personnel data, property administration and Keeps systematically updated record of staff and documents of the project.
  • Keeps proper record of fixed assets and property.
  • Confirm copy of GRR, SIV & receipts are filed & custodian register is updated.
  • Prepare monthly fixed asset reports (Purchase report, Transfer report, Hand-over report,
  • Store readmit report, Issued from store report and custodianship update report.)
  • Conduct the inventory counts of properties for the program annually & semi-annually
  • Coordinate provision of general services such as transport, custody and maintenance of properties and project purchases.
  • Work to ensure effective security systems in the project office by closely working with security guards.
  • Ensures that the services such as electricity, water line, internet, and telephone lines are properly serving the project office and closely working with concerned stakeholders.
  • Support and give guidanceā€™s for administrative staffs under his/her supervision.
  • Coordinate staff development initiatives by assessing needs, conducting pre- and post-training assessments, writing training reports etc.
  • Review payment requests for accuracy, completeness, compliance, level of authorization and clarity on the invoices.
  • Review disbursement requests for accuracy, documentation and validity; effect payment to the right vendor from the right project.
  • Review accounts on regular basis to ensure the balances are complete and accurate;
  • Recording of all project office financial transactions into the SOS financial recording and meeting all submission dates and reporting requirements as required by the Programme Accountant.
  • Assure accuracy of supporting documentation for accounting records;
  • Organize and maintain Accounting filling system;
  • Ensures the timely settlement of advance payments and program location obligations (taxes, provident fund, Pension etc.)
  • Prepares and submits monthly electronic and hard copy reports with supporting documentation to SOS childrenā€™s Villages programme office finance section.
  • Ensures that all financial and accounting related files and records reflect high professional standards
  • Prepares monthly timesheet and submitt to HR and Admin Coordinator
  • Follow-up and control payable and receivable accounts.
  • Receives original transaction documents, checks completeness and correctness and passes them to immediate supervisor.
  • Takes part in inventory taking and control of assets and stock items
  • Participates in the preparation of drafts financial statements.
  • Assists the Location Finance Manager in the Implementation of the internal control system and financial procedures manual of the organization.
  • Provide finance related capacity-building support/activity to CBOā€™s and CCSCā€™s.
  • Performs other duties as assigned by the supervisor.

 Safeguarding ( Child and Youth People, Adult and Asset )

  • Responsible for taking part in awareness raising sessions and capacity building trainings in relation to Child and Youth safeguarding, Adult Safeguarding and Asset Safeguarding.
  • Responsible for reporting any safeguarding suspicion, concern, allegation, or incident immediately, following the safeguarding reporting procedures. Safeguarding reports should be made to the safeguarding team at the program level and/or to the respective line manager.
  • Responsible for ensuring behaviors and all relationships are based on safeguarding and in line with the Code of Conduct and adhering to it in every situation.
  • Conduct themselves per the Code of Conduct, Safeguarding, and Local/Country Policies.

Must Criteria

  • Education: BA Degree in Accounting and Finance Administration and other related fields 
  • Experience: 3 years and above relevant work experience in NGO 

Technical Competencies- Knowledge and Skills 

  • Excellent interpersonal, written and verbal communication skills 
  • Excellent inter-personal skills including sensitivity in cross cultural communications.
  • Ability to collate and analyze financial and other data in a clear and coherent manner
  • Ability to organize and manage oneā€™s own work with ability to prioritize and work under pressure
  • Ability to work with children or vulnerable people in an appropriate and safe manner in accordance with the SOS CVE Child Protection Policy
  • Accounting software knowledge
  • Computer knowldege (MS-Word, MS-Excel) 

Skills Desired Criteria 

  • Afan Oromo and/or Afar/ Somali language proficiency. Knowledge of all of the languages is a plus
