I Job Summary

The position holder directly reports to the Project Coordinator and will lead the SPIR II Learning, Design and Measurement (LDM) activities as required and implementation of the project M&E plans both at the head office and the respective field offices. S/he will also ensure the compatibility/integration of the SPIR II M&E system with the CARE's systems and strategic direction through PQL unit and network with the SPIR II Consortium (World Vision), other implementing and learning partners to enhance collaboration, adaptation, and learning. Closely works with the CARE field office LDM Mangers and jointly supervises SPIR II M&E Officers and M&E specialist at the field offices of the portfolio and provides technical backstopping, organizing trainings. The incumbent adapts and unroll the SPIR II M&E plan from the Consortium and ensure regular updates to the Indicator Performance Tracking Table (IPTT) including key Feed the Futures indicator.

Due to the growing demand from CARE USA and PQL with CET, the LDM manager is responsible for implementation of tasks given by CUSA & PQl and deliver of the required deliverables with high quality and the meeting the CoB. S/he is responsible to oversee, CAREs Feedback and Accountability Mechanisms (FAM) work on and timely deliver the required deliverable(s), update PMIS as per the direction of the PQL and CARE for the project s/he will be working for. In addition, s/he will be accountable to providing technical supports & technical management of the field office-based M&E staff, technical support to the project technical staff, and management of the HO based M&E staff and collaborating with the project partners on the respective portfolios.

IIResponsibilities

Job Responsibility 1. Designs ME Guidelines and Framework (25%)

  • Oversees the harmonization of M&E guidelines with the Field offices and Consortium.
  • In collaboration with Consortium, support refinement of CARE's SPIR II M&E frameworks per the project needs.
  • Systematically align and integrate some of the CARE organizational indicators of food and nutrition security, Gender, resilience, and humanitarian assistance with the SPIR II outcome/change indicators
  • Guides standardization of the M&E across SPIR II implementing woredas.
  • Prepares workflows and milestones for the major DME and strategic initiatives including different plan and project reports preparation.
  • Prepare and implement learning frameworks together with consortium members and other stakeholders.
  • Document, present, share and support publication of learning outcomes from SPIR II implementation.

Job Responsibility 2 Oversees the Planning (20%)

  • Guides and work closely with M&E Officers and specialists and program staffs to develop annual plan, quality data collection, cleaning and interpretation of data.
  • Leads the design and implementation of Woreda/Field Office level Implementation, Data collection, Data Quality Assessment.
  • Guides Annual Detail Implementation Plan (DIP) preparation of SPIR II;
  • Leads preparation of consolidated CARESPIR II Annual Plans
  • Prepare reporting flow calendar of different reports from Field Offices to final submission to the Consortium, guide the M&E officers and specialists to ensure all evidence for the report they submit,

Job Responsibility 3 SPIR II Strategic Monitoring (20%)

  • Prepares and or adapts progress tracking against DIP targets and provide feedback to Project Coordinator on regular basis.
  • Guides SPIR II in line with CARE CO strategy and learning and performance measurement.
  • Consolidate monitoring data and develop regular MEL reports.
  • Guide the preparation of quarterly and yearly reports.
  • Oversights the collection, consolidation, and analysis of data for baseline, annual intermediate result (if any), mid-term and end line evaluations.
  • Operational Monitoring and Reporting of Programs (20%)
  • Oversees monitoring of SPIR II in accordance with the DME policies.
  • Ensure the FAM data collection and sharing to PQL.
  • Ensure submission and update of the FFBS data based quartlly.
  • Provide technical guidance on M&E to program and technical staffs.
  • Ensure the measurement of performance using state of the art tools.
  • Leads timely collection of statistical information and data for monitoring.
  • Ensure preparation of MEL reports by programs in accordance with CARE and consortium guidelines.
  • Ensures report review process to the standard and monitor data for standard quality.
  • Critically review the compiled SPIR II regular performance reports and submit to immediate supervisor.
  • Regularly track, accumulates and report emerging evidence of changes on CARE organizational outcome/impact level indicators.

Job Responsibility 4 Documentation and Learning (10%)

  • Ensures proper utilization of CARE global databases such as PIIRS.
  • Ensure update SPIR II related documents of CARE shares.
  • As needed networks with all SPIR II implementation and learning partners with aim to share experiences and lessons.
  • Guide preparation of DME products, learning briefs for sharing with partnership.
  • Organize events and ensure regular sharing with programs and technical units.
  • Working with the SPIR II Technical Team to improve the usability of program data at various levels.
  • Improve data visualization through updates/revisions and targeted reports/presentations oriented to support management decisions and program adaptations.
  • Facilitate the use of data analysis to raise more questions, identify gap areas early on, and focus attention more closely on areas of underperformance or one or two key potential areas to explore more deeply in the learning agenda.
  • Work as a custodian of all data/evidence that we report to the Consortium or others for future reference and audits.
  • Regularly share information, discussion with M&E officers and M&E specialist as their learning and growth
  • Perform other duties as assigned (5%).

Job Requirements

IV Qualifications

A Education/Training

  • Educational level required: MSc/MA Degree in Development Economics, Development management, MIS, Development Studies and other related fields.
  • Promotes the vision, mission, and strategic objectives of CARE.

B Experience

  • 5 years of relevant experience with the first degree or 4 years of relevant experience plus post graduate degree relevant work experience in managing M&E tasks preferably on USAID funded projects focusing on Resilience Food Security, Livelihood, Health & nutrition or NRM &. DRR or similar experiences at INGO on
  • Experience on Designing, Monitoring and Evaluation (DME) for integrated development programs/projects.
  • Extensive experience on quality data management in a complex and large program and development of periodic donor deliverables preferably USAID projects.
  • Proven experience in managing coworkers and providing technical support to M&E staff who are based and work at different locations.
  • At least 1 year of management experience

Desired:

  • Previous work experience on PSNP, food security program, DFSA, agriculture extension and gender sensitive M&E, /analytical research is a plus.
  • Experience on USAID M&E tools including IPRS, IPPTT, M&E tools, and reporting requirements.
  • Advantageous if the candidate has:
  • Exposure to work under stress including meeting short deadlines.
  • Exposure to work with a diversified & large project staff who may have different backgrounds.

C Technical Skills

Required:

  • Demonstrated skills and experience in participatory deigning, monitoring, evaluation, strategic planning community participation and ownership, development theory, Participatory Rural Appraisal tools, participatory learning, data gathering, data triangulation and collection and use of both qualitative and quantitative data management.
  • Demonstrated skill and experiences in designing and implementing quantitative and qualitative research.
  • Analysis and report writing skills.
  • Experience and skills in using database programs (such as SPSS, STATA, EViews) for data entry, analysts, and reporting and planning and implementation of M&E systems.
  • Experience in program effectiveness and learning.
  • Have an experience of working on USAID funded food security/Livelihood Resilience and PSNP.
  • Experience in managing the M&E activities of a complex program.
  • Donor report writing skill, self-starter and creative is an asset.
  • Super user of MS Office products, particularly Access, Excel, or other databases and, graphic presentation and financial spreadsheet programs and Word.
  • Commitment to the mission and core values of CARE.

IIV. Contacts/Key Relationships:

  • The incumbent is expected to establish and maintain good relations with all staff in consortium partner organizations and at all levels. S/he will also be expected to have productive and professional relations with various technical and operation staffs.

V. Working Conditions and Level of Travel Required

  • These positions based in Addis Ababa, 30%of his/her time for travel to project operational areas in East and West Hararghe Zones of Oromia Region.
