I JOB SUMMARY:

The Facilitator for Empowerment (FFE) provides technical and organizational support to the RIPA-North Time and Cost Extension program at Gode, Somali and plays a facilitation role in the community. S/he builds the capacities of the community and its institutions. In addition, s/he supports NRM (Natural Resource Management) activities through collective action, solidarity, social inclusion, best practices, and gender equity. S/he facilitates and encourages the active participation of individuals and communities in recognizing problems, identifying solutions, and implementing project activities to address the identified solutions. The Facilitator for Empowerment (FFE) establishes and maintains a close working relationship with communities and community organizations in her/his working area and works closely with community leaders, Rangeland Councils (RLCs), and local government development agents to ensure that project activity are implemented based on the program approaches/ modality at all levels. The Facilitator for Empowerment (FFE) prepares and submits monthly and quarterly progress reports to the NRM Specialist.

II RESPONSIBILITIES AND TASKS

Job Responsibility #1: Technical Support on community action planning and targeting (30%)

  • Prepares community action plan by quarters and months, submits it to her/his supervisor, and ensures the submission at the kebele level. 
  • Facilitates targeting of the cash for work participant households, with the active participation of the woredas, kebele leaders, community leaders, DRM actors, woreda- and kebele-level RMCs, and others using the set minimum selection criteria.
  • Produces sex-disaggregated data at the household and community level, as appropriate.
  • Facilitates community meetings and action plan preparation and ensures the participation of each community group from planning, implementation, monitoring, and evaluation.
  • Reviews the plan with partners, community representatives, and supervisor at the woreda and kebele level.
  • Ensures that all the NRM activities are implemented with the full participation of respective woreda and kebele level stakeholders.
  • Mobilizes communities and households to participate in NRM activity implementation. 
  • Ensure the cash for works is in line with the existing PSNP payment rate. 
  • Ensures that the NRM activities on-the-ground implementation is informed by CAREā€™s core programming approaches and principles, gender equity and community-level advocacy in particular. 
  • Upholds CAREā€™s gender and diversity values whenever dealing with staff, communities, and partners and stakeholders.        
  • Observant of any misbehavior regarding gender and reports it to the responsible person.

Job Responsibility #2:  Capacity Building (30%) 

  • Support the training of different community institution members by choosing NRM related topics. 
  • Provides technical and organizational assistance to the development agents (DAs) and other Kebele administrators, rangeland councils, community gate keepers/ norm holders.
  • Supports capacity assessments for village-level institutions and community-based organizations on Natural Resource Management. 
  • Arranges/facilitate cross-visits and conduct on-site training for Rangeland Councils, community leaders, elders, women groups, and youth groups. 
  • Builds capacities of community representatives and committees to undertake participatory monitoring of the implementation of project activities.

Job Responsibility #3:  Monitoring, Evaluation, Learning and Reporting (20%) 

  • Prepares weekly, monthly, and quarterly reports on project activities, and submits these to her/his supervisor both in the appropriate formats.
  • Documents implemented activities like # of hectares, and type of SWC activities, and submits them to the NRM specialist.
  • Supports and facilitates community involvement in quarterly action plan development. 
  • Collects basic information, best practices, case studies, and lessons and report to her/his supervisor.
  • Undertakes professional development initiatives identified with his/her supervisor. 
  • Meets regularly with woreda Rangeland Councils, and kebele sub-rangeland councils to discuss project progress updates, exchange information, discuss challenges, and share tasks accordingly. 
  • Records and documents lessons learned and reports to her/his supervisor.

Job Responsibility #4: Coordination and Harmonization (15%) 

  • Selects potential community promoters from the community with relevant government stakeholders/partners and arrange training for them with the Woreda Team Leader
  • Represents CARE at the kebele level as a member of the NRM council meeting at the woreda level. 
  • Promotes the integration of the NRM activity plan and community action plan into the Kebele plan.
  • Works closely with development agents, government institutions, community-based organizations, and communities to build trust and ensure a strong working relationship with the PSNP at the local level. 

Job Responsibility #5:  Other Duties (5%)

  • Promote and adhere to the principles and objectives of CARE Ethiopia and its program 
  • Represent CARE professionally during and after work hours and perform any other duties assigned by supervisor.

III PROBLEM-SOLVINGLVING (Thinking Environment)

  • The level of problem-solving this position will face is level number two. What must be done and how to do it are clearly defined, and the incumbent will face identical or similar problems regularly.

  • Understanding and demonstrated commitment to the importance of gender, youth, and social inclusion issues.
  • Demonstrated commitment to principles of Gender Equity, Diversity, Inclusion and PSEAH (safeguarding), as evidenced in previous positions / programming

Salary - 436$

IIV QUALIFICATIONS (KNOW-HOW)

A EDUCATION/TRAINING 

Required: 

  • 12th grade complete

Desired

  • Diploma in Natural Resource Management, Agriculture, or other related field.   

B EXPERIENCE

Required:

  • 2-5 years of related work experience. 

C TECHNICAL SKILLS

Required:

  • Knowledge of the local Somali language is mandatory.
  • Communication skills, good human relations.
  • Willingness to reside in rural areas/targeted Woreda/ Kebeles.
  • Firm belief in teamwork and gender equality.
  • Conceptual understanding of the participatory rangeland management approach and sustainable development. 
  • Proved motorbike driving license is mandatory. 

D COMPETENCIES:

E CONTACTS/KEY RELATIONSHIPS 

  • The Facilitator for Empowerment is expected to establish an open relationship with the community, government counterparts, and community-based organizations, as well as with supervisors, project managers, and other staff.

V WORKING CONDITIONS:

The Facilitator for Empowerment lives in the community. S/he travels long distances through motor bike considering the vast geographic coverage of the NRM activities implementation Woredas.
