Beza Posterity Development Organization (BPDO) is a local NGO operating in Amhara, Afar, Addis Ababa, Somali, Dire Dawa, Harari, Oromia, Benishagul Gumz, Gambella and Tigray regions program on:

Job Purpose:

Monitoring, Evaluation, and Learning (MEL) Specialist who is responsible for supporting the MEL function for the KPP activity in the Amhara region; MEL plan development, Performance Framework, monitoring tools, and guidelines, Data management, Data Quality, Data use or evidence-based programmatic decision making and reporting for the project based in north-west Amhara region. S/he also provides some basic M&E-related training, and capacity-building technical support to KPP Activity in the region and also closely works with other concerned government staff at the regional & woreda level. Further, she/he conducts regular data quality assurance using BPDO standard RDQA tools and will be responsible for cascading the implementation of all BPDO M&E systems and procedures to the regional level including manuals and procedures. Coordinate the program M&E activities, including data collection, supportive supervision, regular data quality assessments, tracking project progress, and timely and actionable information for the area program manager and decision-makers for program learning and improving program performance. The position holder is required to work closely with the MEL director, MEL Manager, M&E officers, program team, donors, and stakeholders. He/she will receive overall technical guidance from the MEL Manager.

Main duties & Responsibilities:

  • Under the direction of the M&E manager, coordinate with establishing a monitoring and evaluation system

  • Contribute to the implementation of the project’s AMELP.

  • Conduct and Coordinate data processing, including data entry, transfer, verification, and cleaning.

  • File/Archive documents according to compliance procedures

  • Coordinate internal communication on M&E progress and results

  • Handle UUDS/CommCare and/or other databases set up across the project intervention sites and ensure the real-time data entry, cleaning, retrieval, and report process is based on reliable information from the CommCare UUDS system.

  • Track the CommCare app-related challenges IPs frontline data encoders are facing in their daily data entry efforts and bring to the next level supervisor so that the issues can be fixed on time

  • Strongly follow the real-time data entry across the KPP Activity intervention SNUs

  • Strongly follow the efficient utilization of program electronic data collection tools smart phones and Tabs distributed for real-time data entry.

  • Routinely follows the data quality across the SNUs where the data come from

  • Coordinate the preparation of monthly, quarterly, and annual reports as needed
  • Coordinate the preparation of data collection tools as required based on the grass-level findings and needs
  • Coordinate the dissemination of reports or related materials to stakeholders< DICs and SNUs as needed
  • Coordinate the preparation of M&E training materials and provision of training as needed
  • Facilitate the process whereby the frontline data encoders have the privilege to access the CommCare username and password 
  • Technically support the frontline data encoders on how to use CommCare as a data entry platform and how to manage the data entry and data cleaning process
  • Coordinate the development of the KPP Activity M&E Plan, Revise and update the Performance Management Framework in consultation with BPDO MEL and the program team.
  • Coordinate the design of the performance tracking sheet in consultation with the responsible MEL & program team, to track the progress of the program.
  • Coordinate the development of appropriate Data collection tools, guidelines & supportive supervision checklists/ tools in consultation with the MEL & Program team.
  • Induce the existing, new, and retired indicators mentioned in the yearly revised MER indicator reference guide across the IP team under the area coordination office and facilitate easy DATIM data entry in consultation with the central MEL team
  • Regularly update data on the Performance tracking system and share analysis with a granular method with program staff in consultation with the central MEL team.
  • Efficiently support the timely responses to donor queries on quantitative and other quantitative information by availing reliable information to the MEL unit,
  • Coordinate the overall data collection, analysis, and utilization of information in consultation with the immediate supervisor,
  • Strictly follow guidance circulated by the central team are implemented by Ips and results are gained accordingly.
  • Make sure the SOPs, Guidelines and procedures distributed either by the central team or corridor office are physically available at IPs offices, DICs and cluster coordination satellite offices
  • Work closely with the program teams to integrate M&E into ongoing program planning and implementation systems and ensure adherence to M&E minimum standards.
  • Support the planning and execution of cross-functional supportive supervision and routine data quality assessment (RDQA) among the program team and partners.
  • Ensure the program data retention, security, and backup based on the procedure,
  • Support IPs in preparing them for donor-initiated monitoring visits like SIMS and others 
  • Other functions as needed based on the assignments given to the immediate supervisor and the department head

Qualifications And Experience:

  • First degree and above: BSc/BA or MSc/MA in Public Health, Statistics, Population Studies, Economics, or related field with relevant experience.
  • At least 4 years of experience in Monitoring and Evaluation and Reporting.
  • Computer and data management skills; Experience with qualitative and quantitative data collection and analysis methodologies required.
  • Experience in working with different partners & gov’t system
  • A team player who takes the initiative is a problem-solver and able to multi-task.
  • Experience in MEL requirements of USAID-funded HIV prevention programs.
  • Effective verbal and written communication skills; Good time management and organizational skills
  • Knowledge and demonstrated experience of the DHIS2/DATIM system 

Competencies:

Flexible and ready to work under pressure outside of regular office hours and on weekends.

• Cultural awareness and local language fluency are mandatory requirements 

• Emotional maturity is required.

• Capability to collaborate successfully with a varied collection of individuals
