Job Description:
Programming Quality and effectiveness:
- Provide technical guidance to support quality education programming and implementation for partners within the consortium.
- Take the lead and support the development of education related technical strategies, standardized/harmonized approaches, support roll out and provide technical leadership to consortium members.
- Build relations with key education stakeholders and actively collaborate with USAID to effectively support program implementation and address operational and programmatic questions and challenges.
- Ensure activities are gender-responsive and are respectful of student diversities.
- Work directly with CoP and DCoP to ensure the quality of design and program implementation in particular considering sector quality standards such as USAID and INEE
- Provide strategic leadership and coordination to program activitiesfocused oninstitutionalcapacitystrengtheningin the education sectorand implementingteachertrainingsand community engagementtothoseschool communitiesaffected byemergency crisis andconflict.
- Ensuring that needs are identified and the project address the identified needs, fill gaps and prevent overlap and duplication and to inform the development and delivery of the education strategy.
- Actively seek innovative program improvements
- Oversee synergies and cohesion between project components and activities.
- Ensure priority cross-cutting issues are embedded in programming interventions.
- Work closely with the Monitoring, Evaluation, Accountability and Learning (MEAL) Director to ensure the project is contributing to all IRs across priority quality areas.
- Contribute to the development of an M&E framework for the education program that monitors the impact of projects and progress towards stated outcomes.
- Support the CoP/DCoP in proactively identifying potential implementation bottlenecks, key decision processes and decision-makers, and helping to expedite implementation of education system strengthening and sustainability measures as per relevant USAID guidance and strategies, annual work plans and country sustainability plans.
- Collaborate closely with consortium partners to ensure quality implementation ofactivities.
- Manage partners to ensure they deliver quality services on schedule and
- Overseesynergies and cohesion betweenprojectcomponents and activities.
- Provide strategic leadership and coordination of program activities focused on institutional capacity strengthening in the education sector.
- Oversee design, delivery, and monitoring of the projects overall technical approach and activity implementation.
- Ensure that results-oriented program components produce high-quality deliverables and maintain relevant and timely reporting.
- Effectively apply the USAID Collaborating, Learning, and Adapting (CLA) and adaptive management approaches to promote innovation, improved methodologies, and project implementation.
Project Implementation:
- Support program staff, MOE, consortium partners, private sector, Regional education Bureaus and district education offices in EiE preparedness, response and coordination (program quality, system analysis).
- Support with project reporting, ensuring that updates and progress on related indicators and successes are included in project reports and annual work plans.
- Closely work with MEAL focal points to strengthen Monitoring and Evaluation and use of data across consortium members to improve program performance and provide technical support.
- Manage performance and provide mentoring, coaching, and training to technical and program staff.
- Ensure a system of highly quality evidence base (data record and synthesis) is in place and findings are shared among consortium members and externally.
- Conduct regular field visits to provide supportive supervision to all project and build capacity of staff within the education sector.
- Learn and pursue new approaches/innovative ideas among partners and facilitate transfer and application of knowledge and experiences.
- Collaborate closely withtheChief of Party to providetechnical leadership andexpertiseto ensure the fulfillment ofdeliverables.
- Oversee design, delivery, and monitoring ofthe projects overalltechnical approach andactivityimplementation.

- Regularlyinteractwith local partners, private sectors, and other humanitarian and development organizations to enable effective collaboration and cooperation within the educationsector.

- Ensure regular joint programmatic monitoring visit is organized and project review sessions held among the consortium members
- Regularly interact with local partners, private sectors, and other humanitarian and development organizations to enable effective collaboration and cooperation within the education sector.
- Manage performance and provide mentoring, coaching and training to technical and program staff.
- Build relations with key education stakeholders and actively collaborate with the USAID to effectively support program implementation and address operational and programmatic questions and challenges.
- Oversee synergies and cohesion between project components and activities.
- In consultation with the CoP participate and represent the consortium on various national technical advocacy platforms, taskforces, clusters as appropriate.
Coordination & Capacity Building:
- Capacitate partners staff, MoE and REB staff on EiE, system strengthening, coordination and different EiE approaches.
- Build staff and partners capacity on USAID education approaches pertaining to the project.
- Provide capacity building support to consortium members and education personnel at various level on education priority areas including TARL/targeted instruction, and others mentioned in the proposal.
- Conduct technical capacity need assessment among the consortium members and organize need-based training
- Represent the consortium in Education Cluster Coordination and other external stakeholders, such as the donor, governments, and partners; disseminate learnings and best practices; and participate in technical working groups.
- Contribute to MoE EiE strategy development and implementation representing the consortium.
- Promote strengthening of crosssector systems collaboration in Ethiopia, based on the country context, including with protection, WASH and health.
- In consultation with the CoP participate and represent the consortium on various national technical advocacy platforms, taskforces, clusters as appropriate
- Manage performance and provide mentoring,coachingand training totechnical and programstaffacross the consortium members
- Build capacity of staff and partners to ensure they have skills to deliver the project and objectives and meet donor and project implementation quality standards.
- Support multiple consortium members technically where required.
External Representation:
- Develop research and technical content related to foundational skills and systems resilience in collaboration with CoP.
- Keep abreast of national and global trends in foundational skills development, especially accelerated/remedial learning.
- With the support of the CoP, develop and implement technical external messages of the project.
- Represent the consortium in the Education Cluster and other relevant working groups, task forces, seminars and related fora in the thematic area; and among donors, UN agencies, International NGOs, and national and sub-national government counterparts in coordination.
Required Professional Experience:
- Minimum of a masters degree ineducation,social sciences, economics, international development, evaluation research, statistics, or a relatedfield
- At leastten (10)years of experience of progressively increasing responsibilities intechnicalmanagement roles in the educationsector
- At least 5 years experience implementing a donor-funded education program.
- Experience in Teaching at the Right Level (TARL), Targeted Instruction, or other remedial/accelerated learning techniques.
- Expertisein institutionalcapacitybuilding and technicalassistance
- In-depthunderstanding ofthecontext, key actors, and challenges and opportunitieswithin theeducation sector inEthiopia
- Expertiseinfoundational and soft skills development for primary aged children and overage learners Proven ability to effectively work and mentor staff in multiculturaland multilingualsocieties.
- Proven ability to collaborate successfully with USAID, regional institutions and organizations, government officials, international donors, and civil societyorganizations.
- Proven ability to adapt and innovate programming around real-time projectbarriers.
- Experience with adaptive management approaches, collaborating, learning, and adapting (CLA) and overseeing MEL activities on donor-fundedprojects.
- Fluency in written and spokenEnglish is required.
Required Education, training, license, registration, and certification.
- Minimum of ten (10) years' experience and demonstrated practical skills in the NGO sector.
- Five+ (5+) years of experience demonstrating technical expertise in systems strengthening activities,
- Sound knowledge and experience of on Education particularly in EiE Coaching and team building.
