Job Description

Background

Fenot aims to support the Ministry of Health and Regional Health Bureaus in improving health financing and the use of evidence in policymaking and program decisions. Fenot is supporting the RHBs in using financial data for strengthening the implementation of health financing reforms and in building the capacity of the RHB and lower-level system in resource mobilization, allocation, utilization, and equity. Fenot also supports the MoH and RHBs by convening several forums and platforms for improving evidence generation and translation, including the RMNCAH/N Research Advisory Council (RAC) at the MoH and Scientific Advisory Panel (SAP) at the Oromia RHB and regular evidence presentation sessions to link researchers and practitioners to facilitate prioritization, cocreation, dissemination, translation, translation, and use of evidence for policy and operational decisions.

To further strengthen Fenots support to the Policy, Strategy, and Research (PSR) Office at the MoH, the project seeks a competent technical assistant with experience in supporting government health systems to enhance evidence-informed decision-making.

Specific Duties and Responsibilities of the Health Policy and Research Technical Assistant

  • Support the officers at the PSR office to conduct regular scanning, support and follow-up of evidence generation, synthesis, and use in the different Lead Executive Offices of MoH
  • Support the PSR in the establishment of mechanisms to coordinate Knowledge Translation Platforms in the MoH and Regional Health Bureaus
  • Support the PSR to reinitiate and conduct regular evidence update sessions (brown bag) at the level of the Ministers office.
  • Support the development and execution of routine activities at the PSR office
  • Support the officers at the PSR in the compilation and presentation of regular activity reports.
  • Engage in Fenot project activities relevant to the support provided to the PSR office
  • Provide biweekly updates of activities to the Fenot project to receive feedback and technical input
  • Other activities are to be determined by the PSR LEO or Fenot Project Director (or persons assigned as appropriate)

Competencies

  • Research and analytical skills demonstrated by peer-reviewed publications and policy/issue brief preparation.
  • Knowledge of the Ethiopian health system and the health policymaking environment/context
  • Experience and knowledge in the coordination and management of complex activities.
  • Works collaboratively with colleagues to achieve organizational goals; solicits input by genuinely valuing others ideas and expertise; is willing to learn from others.
  • Supports and acts per final group decisions, even when such decisions may not entirely reflect ones position; shares credit for team accomplishments and accepts joint responsibility for team shortcomings.
  • Develops clear goals consistent with agreed strategies; identifies priority activities and assignments and uses time efficiently.
  • Fluency in spoken and written English is required.

Job Requirements

Qualifications

  • Advanced university degree, masters degree or above in health systems management, health economics, public health, and related fields.
Work Experience
  • A minimum of seven years of experience in health system research, data analysis, evidence synthesis, and evidence translation are required. Experience in implementing health system research projects and engagement in coproduction and use of research evidence is an advantage.
Assessment
  • Short-listed candidates will be invited for a job interview.
Workplace
  • The position will be stationed at the PSR office the MOH in Addis Ababa (80%) and the Fenot office (20%) in Addis Ababa.
Duration of employment
  • A one-year contract with the possibility of extension based on performance and availability of funds.
