Background of the organization: 

The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people whose lives and livelihoods are shattered by conflict and disaster to survive, recover, and gain control of their lives. The IRC works with people forced to flee from war, conflict and disaster and the host communities which support them, as well as those who remain within their homes and communities. We began work in Ethiopia since 2000 and currently implementing emergency and development programs in health, water and sanitation, economic recovery, and development (ERD), women’s protection and empowerment, education, child protection, and multi-sectoral emergency response. 

The IRC has a focus on narrowing the gender gap in humanitarian aid and ensuring that we contribute to gender equality, diversity, and inclusion in both our programs and operations by working to establish a context where our clients (including those from minority groups) enjoy the same rights and opportunities as well as an equal access to services. Job Overview:  

Under the direct supervision of the Field Coordinator, the Camp Manger is responsible for the overall management of all IRC programs at Kebribeyah refugee camp. The cam manger will provide support to camp-based staffs and will be responsible for staff management, grant management and program reporting; monitoring of camp activities, staff safety, security and health including ensuring compliance to all IRC procedures, assisting in assessing program quality and efficiency and providing support to programs and operation in camp. Camp manager will also work closely with key donors such as HCR and key partner such as RRS, as well as other Implementing partners (IPs), refugee and local government representatives and service providers.

Major Responsibilities: 

Operations: 

Supply Chain 

  • Ensure camp level procurement system follows IRC and donor procedures.

  • Ensure team works with item forecast (monthly, quarterly), and work with authorized vendors. 

  • Raise Purchase Requests (PRs) for all camp needs of office supplies and fuel.  

  • Verify camp-based payments regarding daily laborers or monthly incentives.

  • Supervise camp level warehouse management (using warehouse monitoring tools) and supervise, control and use of IRC supplies and assets, and report to field office regarding any misuse, theft or damage to IRC properties. 

  • Approve store release (SRs) as per IRC warehouse management protocols. 

  • Conduct cycle counts and ensure staff from sectors participate (Finance, Supply Chain and program). 

  • Ensure planned and equitable allocation of IRC resources (facilities, equipment, vehicles) and supply chain team maintain operations and maintenance protocols. 

  • Ensure the conduct and documentation of asset or equipment survey as per set timelines; submit asset disposal and stock adjustment plans. 

Human Resource Management

  • Line-manage camps-based staff and ensure all staffs performance objectives are set timely and have clear understanding about their roles and responsibilities. 

  • Maintain system and IRC standards for regular staff performance evaluation.

  • Ensure camp-based staff are deployed in a timely manner by applying standard policies for staff recruitment.

  • Provide counseling and support in resolution of employee workplace misunderstandings. 

  • Propose corrective measures within IRC’s personnel policies as needed.

  • Authorize all staff in the designated camp when travelling out of their duty stations for IRC business.

Policy Implementation

  • Ensure consistent implementation of IRC Ethiopia policies, manuals, and procedures.

  • Ensure IRC WAY and the organization policies implemented accurately, and employees are aware of the how-to raise concerns.

  • Make recommendations for policy revision.

  • Maintain local policies, especially regarding security and national staff personnel administration.

Financial Management

  • Ensure timely submission of cash projection by respective program sectors for camp procurements, trainings, refugee workers payment and maintenances for timely action by the field finance.

  • Ensure submission of payment plans in line with cash projection and share to the field finance for planning.

Program Management

  • Ensure all IRC projects are implemented in accordance with the program framework and implementation follows core programming principles.

  • Coordinate the preparation of Item forecast, workplans and spending for all projects by program officers. 

  • Provide administrative support and camp oversight during program implementation and planned trainings, workshops and awareness raising events are conducted. 

  • Assist staff to implement sector specific monitoring and evaluation plans.

  • Participate in Project Cycle Meetings (PCMs) (POMs, PIMs, PCMs, PLMs, etc.), and Budget review meetings in collaboration with program managers and sector heads.

  • Assist programs to ensure clients are involved in the design, implementation, monitoring, and evaluation of all IRC programs.

  • Ensure timely submission of field level required reports (sector reports, management and government reports).

  • Contribute to IRC’s institutional learning, for example in relation to new ways of planning and project implementation. 

Representation and Coordination

  • Represent IRC at designated refugee camps: tasks include serve as focal person for any information shared with or received from camp level agencies and surrounding community representatives; prepare and report required updates and regular reports on all IRC activities to agencies and donor (s); assist the field office in facilitating donor monitoring visits. 

  • Actively pursue good coordination and working relationships with relevant actors, government (ARRA, local administration), Donors (UNHCR, PRM, etc) and Implementing partners (IPs), refugees’ representatives (RCC, WOAs) and host/local community representatives and informal leaders.

  • Participate at camp level inter-agency meetings; facilitate regular meetings with camp leaders, camp level IPs, local authorities, and other community-based associations vital to foster good will and support for all program activities. 

  • Maintain office records and disseminate information and correspondence from field office, IRC head office, IPs, donors to all operation and program staff in the camps and vice-versa.

Safety, Security and Health

  • Assist the field office in updating field security management plan, in facilitating security related trainings to camp based staff, and the implementation of the Security Management Plan (SMP). 

  • Supervise security/safety situation in the designated camp, and ensure incidents are reported to the Field Coordinator for further analysis, planning and implementation of safety and mitigation measures. 

  • Develop/adapt standard local context specific vehicle safety policies and assure that they are consistently implemented in collaboration with field logistics focal person.

  • Conduct regular discussions with key staff to identify and determine approaches to address staff wellness and sense of security.

  • Ensure all camp-based staffs understand IRC Ethiopia Health and Insurance Policy and utilize insurance provisions in collaboration with field Admin/HR person.

  • Assess, design, and implement different ways of improving IRC camp environment in consultation with the camp staff and field office. Adapt and develop site specific IRC compound management protocols including staff Canteen. 

Leadership:

  • Encourage key staff to participate in problem solving and, in the decision, making process. Supervise and address work related misunderstandings in consultation with the field coordinator. 

  • Exercise reasonable level of delegation of roles to key staffs. 

  • Maintain a system to strengthen inter-departmental collaboration by facilitating sector specific regular staff meetings. 

  • Preserve close, open, and professional relationships with all staff. 

Key working relationships:

  • The Camp Manager directly reports to the Field Coordinator, and S/he must work in collaboration with the fellow Program managers and support sector heads.

Safeguarding Responsibilities: - 

  • Promote and actively participate in initiatives and efforts to build team engagement, inclusion and cohesion in IRC [team/office]
  • Foster ongoing learning, honest dialogue, and reflection to strengthen safeguarding and to promote IRC values and adherence to IRC policies.

Educational Requirements:

  • MA/MSc/BA/BSc in Development Management, Business Management, Social Work or any other related field of social science studies.

Preferred experience & skills: 

  • A minimum of 3 years of relevant experience for MA/MSc holders and 4 years for BA/BSc holders.

  • At least 2 years of managerial experience and professional track record with NGO working in multi-sectoral program implementation in conflict and post conflict environments. 

  • Ability to deliver a concise quality report in English; demonstrated experience in proposal development, including practical experience with budgeting, log frame development.

  • Proven experience in management and leadership skills.

  • Management experience of multi-sector projects at INGOs preferably in refugee camps and project management/administration experience is highly required. 

  • Excellent experience of representational, communication, interpersonal, and negotiation skills.

  • Experience in working with multicultural and diversified workforce.

  • Good knowledge of humanitarian and protection principles.

  • Good knowledge of Accountability to Affected Populations/Client Responsiveness.

  • Excellent computer skills: MS Word, Excel, Power point, outlook, etc.

Language Skills: 

  • Excellent verbal and written communication skills in English.

  • Knowledge of the local language is preferable for the position.
