Health System Analyst (HSA)

Background
Fenot is a project of Harvard T.H. Chan School of Public Health funded by the Bill and Melinda Gates Foundation. The project aims to support the Ministry of Health and Regional Health Bureaus (RHBs) in improving health financing and using evidence in policymaking and program decisions.  Fenot is supporting Amhara and Oromia RHBs in using financial data to strengthen the implementation of health financing reforms and build the capacity of the RHB and lower-level system in resource mobilization, allocation, utilization, and equity. Fenot also supports the MoH and RHBs by convening several forums and platforms for improving evidence generation and translation, including the RMNCAH/N Research Advisory Council (RAC) at the MoH, Scientific Advisory Panel (SAP) at the Oromia RHB, the Regional Knowledge Hub of APHI, and regular evidence presentation session to link researchers and practitioners to facilitate prioritization, co-creation, dissemination, translation, and use of evidence for policy and operational decisions.

To strengthen its support to the health system in Amhara Regional State, Fenot is seeking to hire a Health System Analyst who has robust capability in the design, conduct and analysis of public health and health economics and financing research data for health system improvement.

Specific Duties and responsibilities:
•    Contribute to the efficient and effective implementation of evidence generation, synthesis, and use – analyzing routine and primary data, synthesizing existing evidence, and writing scientific and policy papers.
•    Strengthening the use of evidence by the regional health system for health care financing and health system policy, strategic, and operational decisions.
•    Responsible for bringing innovations in implementing health financing reforms and disseminating and translating evidence to policy using various platforms to improve health system performances in the region.  
•    Work with the Amhara Regional Health Bureau, APHI, and Fenot staff members to support (routine) data analyses on priority topics to inform decision-making. 
•    Support the organization and conduct of policy dialogue based on products of the regional scientific advisory group, think tank discussions, and existing literature. 
•    Support other activities that strengthen health financing and the use of evidence for health policy at the ARHB and subregional levels, including:
•    Prepare and submit detailed quarterly and annual work plans and track implementation
•    Collaborate on other technical, analytic/research works relevant to health care financing and health systems.
•    Provide technical assistance to regional data analysis and learning initiatives.
•    Other activities are to be determined by the APHI General Director, Head of ARHB, or Fenot Project Director (or persons assigned by them).

•    The HSA will be stationed in APHI and ARHB in Bahir Dar, Ethiopia.

Duration of employment

•    A one-year contract with a possibility of extension based on performance. 
 

Assigned Location: Amhara Public Health Institute (APHI) and Amhara Regional Health Bureau (ARHB), Bahir Dar, Ethiopia 

Competencies

•    Research and analytical skills demonstrated by peer-reviewed publications and policy/issue brief preparation. 
•    Knowledge of the Ethiopian health system and the health policymaking environment/context proven by experience of working with health system managers to enhance the use of research evidence to inform decision-making.
•    Experience and knowledge in the coordination and management of complex activities.
•    Works collaboratively with colleagues to achieve organizational goals; solicits input by genuinely valuing others’ ideas and expertise; is willing to learn from others. 
•    Supports and acts per final group decisions, even when such decisions may not entirely reflect one’s position; shares credit for team accomplishments and accepts joint responsibility for team shortcomings.
•    Develops clear goals consistent with agreed strategies; identifies priority activities and assignments and uses time efficiently.
•    Fluency in spoken and written English is required.

Qualifications 
•    Advanced university degree, master’s degree or above in health systems management, health economics, public health, or related fields.

Work Experience
•    A minimum of seven years of experience in health financing, health system research, data analysis, evidence synthesis, and evidence translation are required. Experience in implementing health system research projects, engagement in coproduction, and use of research evidence are advantages
