  1. Job Purpose 

     

Job Purpose

Livelihood and DRR officer will lead and manage livelihoods, Disaster risk reduction (DRR) and early warning related activities of ECOSAVE project including in Bale Zone of Oromia region Berbere Woreda. The Livelihood and DRR officer will have technical leadership, management, and supervisory responsibility for the overall accomplishment of the project objectives of the livelihoods and DRR aspects. S/he will provide strategic and operational leadership to overall technical and programmatic quality intervention, compliance with donor rules and regulations, and the timely submission of all deliverables, including detail implementation plan and report. 

Livelihood and DRR officer will lead implementation, monitoring and daily follow up of Livelihoods Early Warning, DRR and recovery related activities of ECOSAVE project. S/he provides technical and programmatic guidance in planning, reviewing and effective implementation of the various project activities under his/her supervision including partnership management, control and forecasting of budget, project monitoring and supportive supervision.

 

  1. Main Responsibilities and Duties

 

Technical Support and implementation of the project activities:

 

  • Collect, Organize and analyze livelihood and DRR situation /status in the intervention Kebeles and communicate for project coordinator and notify all concerned as need may arise. 

  • Led and Organize FSL, DRR and early warning preliminary assessments and identify needs and priorities of the vulnerable populations in need of assistance.

  • Engage on the market assessment base line and end line surveys for ECOSAVE and other projects as per the guidance from line manager.

  • Establish/strengthen systems to monitor the implementation of project activities as outlined in the detailed implementation plan.

  • Maintain ongoing communication with cooperating agencies and implementing partners on project progress, fund utilization and challenges.

  • Ensure that reports are prepared and submitted to Project coordinator on time and in a professional manner.

  • Contribute to the development of concept notes and project proposals.

  • Organize and supervise the implementation of planned activities in collaboration with other consortium partners.

  • Prepare weekly, monthly and quarterly plan and reports for internal consumption.

  •  Work with project coordinator to prepare interim, intermediate and final project reports.

  • Represent WAE in regional livelihood and DRR working group, FSL related coordination platforms with different stakeholders such as DRM/ATF, Food Cluster, regional CWG coordination platforms and meetings.

  • Explain the livelihood and DRR related project’s activities and objectives to partners and communities whenever needed.

  • Take a readership role to establish, train and mentoring of DRR committee at kebele level for all intervention kebeles.

  • Conduct assessment of local MFI for crisis modifier revolving fund establishment and administration,

  • Conduct a assessment to identify traditional ways of identifying early warning signals.

  • Develop a climate change EW system, in which traditional knowledge sharing is utilized in conjunction with climate monitoring to predict drought and flooding events.

  • Conduct assessment of the Stakeholders and consortium organizations capacity in the field of livelihood and DRR, and develop, design, and lead the implementation delivery of livelihood and DRR capacity building to staff and personnel of stakeholders, together with implementing partners involved in the implementation of grants.

  • Directly support government, DRR Committee, community members and partners in the field for any capacity on livelihood diversification, DRR and early warning.  

  • Support capacity building of partner NGOs across all DRR and early warning if applicable.

  • Strengthen systems and tools, and training materials to train stakeholders and other implementing partners personnel.

  • Works with the PMER Specialist to develop a system that will enable WaterAid Ethiopia to assess the impact of interventions such as DRR and early warning, DNH (Do-No-Harm) approach and WASH for resilient building approaches.

  • Provides guidance and support to WASH project staff members related to natural resource management and resilient building to enable them to administer the monitoring system.

  • Keeps up to date with developments in the sector, including best practice examples within the region.

  • Assist the Country Programme in the identification of potential implementation problems for DRR and resilient building and bottlenecks and recommend appropriate strategies to address them, ensuring disparities between planned and actual outputs are addressed.

  • Establish, develop, and maintain relationships with the country programme team of WaterAid and partners. 

  • Maintain cooperative relationship with all key stakeholders, and partners in the project implementation areas. 

  • Understands and puts into practice the responsibilities under Safeguarding, Child Protection and Gender policies and Code of Conduct (CoC).

  • Adheres to any local security protocols that have been put in place when working in the office, travelling to the field, or undertaking project / programme activities.

  • Immediately reports any health, safety and security incidents or near-misses that occur on WaterAid duty to their line manager, Security Focal Point or CD.

  • Behaves and acts in a manner that does not put colleagues or anyone that interacts with WaterAid in immediate danger or harm’s way.

  • Perform any other duty as may be assigned by supervisor or designee from time to time

  • Participate and contribute to committees and task forces e.g., Procurement Committee at the project office.

Qualifications, Knowledge and Experience

  • BA Degree / M.A Degree in economics, Agricultural economics, Management, Development Studies, Sociology and social anthropology, Geography, Food Security, Livelihoods, Resilience building studies.

  • Five (5) years relevant professional work experience in humanitarian organisations (NGOs) in food security and livelihood / Agricultural support Programs’ coordination role. 

  • Previous experience in managing partnership and working with teams to achieve project objectives.

  • Significant exposure to projects involving networking and multiple partnerships, particularly related to emergency response, food security issues, agriculture, and livestock and resilience building initiatives.

  • Working knowledge of programming in vulnerable environments, including conflict environments

  • Proven track recording on Food Security and Livelihoods project management, implementation, good technical skill on needs assessment, project formulation and monitoring, good knowledge in food security and innovative agricultural activity and staff /team management experience

  • Good interpersonal communication skill and ability to effectively liaise with government, community leaders and other stakeholders
