Organization Short Profile.

  • NCD Alliance of Ethiopia/NCDAE/ was established on October 11, 2010,13 years old.

  • The alliance was established by the following founding members: 

  • Ethiopian Diabetes Association/EDA/.

  • Ethiopian Heart Association/EHA/.

  • Ethiopian Kidney Association/EKA/.

  • Mathiwos Wondu -YeEthiopia Cancer Society (MWECS), and      

  • YeEthiopia Cancer Association.

As of recently Ethiopian Thoracic Society joined the alliance.

The major objectives of NCDAE are to enhance the capacity of the alliance and its members, coordinate members engagement and activities, works on awareness, education and encourages the public to recognize the growing non-communicable disease burden and protect themselves from its risk factors. 

The alliance remained with only one staff, Accountant seconded by MWECS and without its own office, at present, the alliance  situated and operating from MWECS office.

Thanks to recent capacity building support, the alliance developed its own Strategic Plan, Human Resource and Administration, Financial and Procurement manuals.

Position Overview

Thanks to the financial and technical support from MWECS,We are currently seeking a highly skilled and experienced General Manager to recruit and employ who can  lead our alliance to enhance its institutional capacity building, have its own office, permanent staffs and justify its existence. The ideal candidate will be expected to drive resource mobilization and communication activities, enhance productivity, operational project management efficiency, monitoring and evaluation capacity and ensure the highest levels of quality organizational performance. The ideal candidate’s  strategic mindset will help us continue to innovate and maintain our competitive edge in the civil society community. Supports the alliance and its members with the planning, development, organizing and management of the alliance including: 

Re- Design or revise and propose long-term strategies of the Alliance in accordance with the Organization’s vision, mission and goals.

Organize and lead advocacy efforts to influence public policy on NCD prevention, care and treatment. 

Identify opportunities for innovation in NCD prevention and awareness programs aligning with the health care system . 

Plan and lead volunteer coordination programs for maximum utilization of volunteers who can provide services to the Alliance. 

Ensure the organization’s activities comply with all legal, regulatory and ethical standards.

The general manager is expected to have good analytical, negotiating, communication and advocacy skills. 

Specific Duties and Responsibilities include: 

Resource Mobilization

  • Develop and implement a Resource Mobilization Strategy of the alliance.

  • Manage the resource mobilization functions by monitoring and reporting on the Resource Mobilization Strategy implementation. 

  • Continually seek innovative means of attracting new donors. 

  • Monitor and maintain the proposal pipeline and generate monthly reports for management’s strategic decisions.

  • Maintain the donor database in place to ensure it is an up-to-date and dynamic document and share its contents systematically with the staffs of the alliance and its members.

  • Proven previous experience and ability  on developing and  project proposal writing for securing grants. Securing grants in such areas are highly appreciated and considered as advantageous.

  • Engage in donor relationship management to ensure donor retention and upgrades while capturing new development partners.

  • Identify and cultivate relations with strategic implementing partners for prospective consortium style initiatives.

  • Build the capacity of NCDAE staff, board, and partners on resource mobilization, as required. 

Communication

  • Develop and implement communication strategy.

  • Determine strategic communications campaigns that will help further organizational goals.

  • Create internal communications protocols and initiatives that will foster employee morale. 

  • Oversee the creation of communications collateral to ensure that it is consistent with the organization's brand, including white papers, website copy, and more.

  • Maintain and manage interactive web site and social media platforms of the alliance. 

  • Create media visibility opportunities and preparing talking points.

  • Develop and conduct different awareness creation and fund-raising activities. 

  • Represent the alliance at events and press conferences.

  • With the support of staffs, produce periodic news, good practices, success stories and upload on web site and social media platforms.

  • Reach out to influencers, media and beyond in order to arrange story placement on a national and global level.

  • Organize press briefings, as deemed necessary.

Financial Duties and responsibilities. 

  • Checks and approve all payment documents, vouchers, check, CPOs and for budget and other related issues.

  • Obtains monthly bank statement from the bank and reconcile with the book record. . 

  • Makes sure accurate stock record is in place and reconciles on a monthly basis as appropriate. 

  • Supervise all financial and administrative matters of the alliance. 

  • Evaluate performance of subordinates. 

  • Makes sure the internal control system of the alliance is in place and is observed by all staff members. 

Human Resources 

  • Ensure the proper implementation of NCDAE Human Resources Policy Manual and the Labor Code of Ethiopia. 

  • Ascertain the proper human resources management and development of the alliance.

  • Prepare Human Resources Planning to ensure sustainable supply of the right personnel. 

  • Organize and lead recruitment programs, participate in recruitment and selection of team members as required.

  • Ensure the timely renewal/ termination of staff contracts and Liaise with all units in the Office to ensure proper follow up on HR issues. 

Procurement and Property Administration 

  • Manage procurement activities of the alliance. 

  • Prepare and review specifications and other necessary documents related to local purchasing of materials, supplies, and equipment based on the alliance  regulations and procedures with the highest possible expected quality and price. 

  • Ensure that purchases are made in the best interest of NCDAE's considering best value for money. 

  • Maintain suppliers and price lists of the major goods and supplies and services of the society.

  • Establish efficient and cost-effective procurement system for the office based on - procurement regulations and procedures. 

  • Check completeness and accuracy of vehicle logbooks and put signature every day. 

  • Check and approve the timely fueling, maintenance and servicing of vehicles. 

  • Make sure daily and monthly vehicle related checklists and reports are used and submitted on time. 

Reports to                    :  Board of Directors 

Qualification and Experience Requirements

  • PHD or Master’s or BA Degree in International Development/International Relations/Strategic Management/Economics/Communication or other relevant field. 

  • At least 4 years for PHD, 6 years for MA and 8 years of relevant work experience, with at least 4 years in a senior role in NGO sector.

  • Excellent interpersonal, negotiation, networking, and communication skills.

  • Excellent leadership, coordination and relationship building skills.

  • Demonstrated engagement with diverse donors and development partners.

  • Strong self-motivation and innovative skills, with capacity to work independently and meet deadlines.

Desirable: 

  • Knowledge of grant management, monitoring, and evaluation practices.

  • Familiarity with web publishing and interactive social media platforms.

  • Working knowledge of additional local or foreign languages will be an advantage. 

Compensation:

  • The position comes with an attractive and competitive package, salary as per our society’s salary scale and endowment insurance coverage.

Contract Period.

  • For one year, with 6 months of probationary period, with possibility of extension depending on performance of the manager and availability of funds.
