Purpose of the position: 

Under the supervision of the women and social affairs executive, the GBV Technical Advisor (GBV TA) provides technical guidance for the scale of GBV prevention and response activities in All regions with the emphasis on different aspects of comprehensive GBV prevention and response programming that includes health, psychosocial support, empowerment, and advocacy activities. S/he will ensure that the programme is technically sound and appropriate in meeting the needs of GBV survivors and affected communities. Specifically, the GBV TA is the key focal point to provide appropriate and timely technical guidance to WSA GBV prevention and response activities of the strategic plan and works in quality and results-oriented manner in close collaboration with all WSA inclusion structures, other line  of the MOH and governmental and non-governmental stakeholders, to exchange information and to ensure smooth Programme functioning in line with the approved work plan, indicators and milestones (Program Results Framework(PRF). 

Specific Tasks:

  • Work closely with the WSA (Women and Social Affairs Office) Team to develop a detailed strategy and work plans aligned with GBV Prevention and Response Programme goals and objectives, ensuring that its approaches are consistent, technically effective, evidence-based, and innovative.

  • Provide strategic analysis and recommendations for improved programming, based on the needs and existent experiences in the field, and in regional practices. 

  • Oversee the technical aspects of the GBV Prevention and Response Programme implementation and coordination.

  • Develop standard procedures and guidance for the GBV Prevention and Response Programme in close coordination and cooperation with WSA staffs and stakeholders. 

  • Provide guidance and technical assistance to all regional health bureau involved in response to GBV to effectively lead multi-sectorial response at the regional and local levels, including support to establishment of functional coordination bodies to govern multi-sectoral response to GBV and development of costed Actions Plans on multi-sectoral response and prevention of GBV.

  • Deliver technical support to process of multi-sectoral GBV monitoring, case registration and administrative data management system development in the regions.

  • Provide guidance on information-sharing and data management systems.

  • Ensure technical support in conducting assessments and base-/endline surveys as needed, assuring for compliance with safety and ethical standards.

  • Organize and lead GBV technical trainings as needed. 

  • Demonstrate leadership by representing MOH-WSA on issues related to GBV to a variety of audiences, including with government counterparts, implementing partners, policy makers, and coalitions at public events, meetings, and conferences.

  • Contribute to building capacity of all MOH-WSA inclusion executive structure at national and regional level, on all matters related to programme implementation for timely, successful, and efficient implementation of all activities planned under the WSA executive.

  • Substantially contribute to the agenda and work of humanitarian coordination meetings, ensuring that GBV response issues are adequately reflected and addressed.

  • Add considerable support to drafting of progress reports required by Ministry/, provide regular updates/briefs as required by WSA inclusion executive.

  • Ensure that GBV Prevention and Response Programme has appropriate, relevant, and up-to-date materials, tools, resources, and templates for documenting and monitoring its activities at national and regional levels.

  • Identify lessons learned and best practices for external application and dissemination.

  • Carry out any other duties as may be required by WSA inclusion executive.

The Specialist will report to strategic Affairs/MOH

Expected Deliverables and Time frame:

Deliverables

A detailed strategy and work plans aligned with GBV Prevention and Response Programme goals and objectives developed and reviewed.

Strategic analysis and recommendations for improved GBV programming, based on the needs and existent experiences in the field, and in regional practices provided. 

Standard procedures and guidance for the GBV Prevention and Response Programme developed in close coordination and cooperation with WSA staffs and stakeholders. 

Guidance and technical assistance to all regional health bureaus involved in response to GBV provided to effectively lead multi-sectorial response at the regional and local levels, including support to establishment of functional coordination bodies to govern multi-sectoral response to GBV and development of costed Actions Plans on multi-sectoral response and prevention of GBV.

GBV monitoring, case registration and administrative data management system development in the regions supported. Also, ensure that GBV Prevention and Response Programme has appropriate, relevant, and up-to-date materials, tools, resources, and templates for documenting and monitoring its activities at national and regional levels.

Capacity building for all MOH-WSA inclusion executive structure at national and regional level, on all matters related to programme implementation supported.

Technical support on drafting progress reports and updates/briefs as required by MOH-WSA provided.

A detail final report at the end of the assignment submitted.

Payment Modality & schedule:

The fees for this contract shall paid on monthly basis based on the submission of monthly report against the deliverables indicated above.

Expected educational background and experience:

  • Master’s degree or Degree in Psychology, sociology, social work, or other related field of Social Sciences from a recognized university/institution

  • At least 10 years of work experience for master holder or 12 years of relevant experience for first degree holder in implementing social safeguards arrangements on laboratory/health system management or related activities in a large-scale national Project.

  • Practical experience with the gender policies and their application in similar projects is an added advantage.

  • Have experiences in supporting gender and social inclusion activities.

  • Proven track record of supporting, advising and collaborating with government institutions/project offices.

  • Ability to work independently and as part of a team; organize and prioritize work to meet deadlines.

  • Strong interpersonal skills and ability to work effectively with internal/external partners in a multicultural environment.

  • Excellent oral and written communications skills and the ability to communicate at all levels of management

Note:

• The consultant will not be provided lodging and/or meals

• The consultant will use his/her own materials, i.e., computer/laptop, phone etc.

• For the duty travel, the consultant will be provided rented car by HR firm and DSA as per the guidelines.

• The consultant will be paid monthly by HR firm upon completion of deliverables as indicated on this TOR and approved by the supervisor

Policy both parties should be aware of:

  • HR firm will manage all the administrative issues and aspects based on HR' policies and procedures.

  • All remuneration must be within the contract agreement through the HR firm.

  • No contract may commence unless the contract is signed by both HR firm and the consultant.

  • Travel will be facilitated and managed by the HR firm in agreement with Client.

  • Consultants will not have supervisory responsibilities or authority on Client budget.
