The intervention generously funded by various donors will have an impact for durable and holistic solutions to support vulnerable populations in the critical drought-affected regions with climate smart responses, with an aim at developing community and institution-level resilience for future climatic shocks, and to ensure that such shocks do not erode the development gains and investments already made. ODA as implementing partners will deliver the education program in align with Child protection comprehensive and integrated activities as per Program grant management agreement.

The overarching objective of this intervention is to strengthen the resilience of drought-affected communities and improve their access to integrated basic services by strengthening multi-sectoral systems for the sustainable delivery of basic social services in the target areas of aiming at multi-sectoral delivery systems for sustained climate solutions, increasing access to climate-resilient basic social services. This intervention will be implemented with the following three objectives: Individuals, households, and communities in drought-affected areas are pre- pared and able to access integrated essential services to meet their basic survival needs; National and sub-national service delivery systems are functional, able to adapt and cope with negative impacts of overlapping shocks and crises and improved national and sub-national capacity to generate and effectively use evidence to inform decision-making for sustainable and durable livelihoods.

The project is to be implemented in Oromia Zones which are hosting the IDPs, host communities and returnees in the region and that is exactly the reason why this zone is targeted for this intervention, in order to maximize the impact of the expected results.

  • Develop and implement  a Results-Based Monitoring and Evaluation Plan;

  • Develop, design and write up program and project ideas, concept and proposals in collaboration and coordination with the community Development Program Division , Project manager and  Technical Specialists, Managers; and Research Development and Resource mobilization,

  • Preparation of Program plan, scope, schedule, and management of creative resource allocation;

  • Manage projects from inception through to examination, working with all partner disciplines, Planning, Creative, Account, and Production, to ensure that projects are delivered in a timely, cost-effective, and efficient manner;

  • Conduct and truck data collection, analysis and interpretation for the project under implementation ;

  • Develop and submit quarter, bi-annual and annual program  and project planning and reports;

  • Facilitate and organize annual/bi-annual program performance review and  learning meeting in collaborating with project manager and technical team members;

  • Schedule and manage project meetings and  supportive supervision and monitoring  in collaborating with Project manager;

  • Suggest strategies to the Project Management for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks;

  • The development of monitoring and evaluation policies, standards, and guidance as well as oversight compliance;

  • Monitoring and Evaluation officer will work within an integrated, coordinated, and systems strengthening approach;

  • Develop project results framework implementation Evidence and knowledge development and dissemination , Quality assurance in monitoring and evaluation;

  • Strengthen partner relationships with all major donors, mid-level donors, and support Donor Liaison Coordinator in building strong relationships with support offices ;

  • Develop indicators and a monitoring strategy for the project;

  • Conduct capacity assessment on existing monitoring and evaluation system,

  • Monitoring and evaluation work including experience in conducting performance and impact evaluations formatting logical frameworks overseeing project monitoring systems and/or evaluating projects;

  • Provide inputs, information and statistics for quarterly, annual and other reports to Project Management Team;

  • Conduct progress and impact assessment logical frameworks and program/project evaluation;

  • Conduct data validations; planning; quality controls; qualitative and quantitative statistical sampling; information analysis; Evidence and knowledge development and dissemination; 

  • Plan and design implementation of assessments; developing analytical reports; and conducting survey/field research;

  • Upload manual. Plan. annual report and knowledge development and dissemination, IEC/SBC, success and learning of each projects and overall program on website, telegram and other media outlet in collaborating with PME specialist and ICT team;

  • Developing and maintaining updating all required project documentation, including schedule, risk issues , data base system and others;

  • Develop and share project results framework implementation in align with of Theory of Change;

  • Develop and strengthen monitoring, inspection and evaluation procedures;

  • Monitor all project activities, expenditures and progress towards achieving the project output;

  • Enhance data base system and utilization for programmatic planning, reporting and drawing learning and success;

  • Conduct routine monitoring, supportive supervision and evaluation in collaborating with project Manager  and other project technical team;

  • Monitor and evaluate overall progress on achievement of results and the sustainability of the project's results;

  • Develop monitoring and impact indicator for the project success;

  • Participate in annual project reviews and planning workshops and assist the Project Manager in preparing relevant reports;

  • Support monitoring and evaluation of the effects and impact of the project;

  • Provide feedback to the Project Manager on project strategies and activities;

  • Report monthly, quarterly, half-yearly and annual progress on all project activities.

  • Measurable Outputs and Performance Indicators;

  • Perform other related duties as assigned by the immediate supervisor 

Qualification: MA/MSC, BA/BSC in Education, EPDM, Education Curriculum Development, and Other education related fields,

Work Experience: Year of Experience   6,8 in  MA/MSC, BA/BSC respectively

. Skill :

  • Excellent knowledge of Afaan Oromo, Amharic and English, in spoken and written

  • Thorough knowledge of Microsoft Office suite applications. Working knowledge of the Microsoft Office suite to include Word Excel and PowerPoint.

  •  Experience analyzing and manipulating data contained in database(s). Strong analytical written communication public speaking and inter-personal skills.

  • Demonstrated experience in drafting and authoring weekly monthly and quarterly reports, bi-annual and annual;

  • Work requires great flexibility and ability to adapt to a changing environment and the capacity to provide sound analyses and work under time pressure.

  • Proven experience in monitoring and evaluation or social science research using techniques such as needs assessments surveys interviews and focus groups. 

  • Progress and impact assessment logical frameworks and program/project evaluation. Experience with data validations; planning; quality controls; qualitative and quantitative statistical sampling; information analysis; the design and implementation of assessments; developing analytical reports; and conducting survey/field research;

  • A person who has no record of criminal, child abuse, violence, neglect, humiliating punishment cases.

  •  No exposure and desire for drugs – Alcohol, Chat, and etc.
