The intervention generously funded by various donors will have an impact for durable and holistic solutions to support vulnerable populations in the critical drought-affected regions with climate smart responses, with an aim at developing community and institution-level resilience for future climatic shocks, and to ensure that such shocks do not erode the development gains and investments already made. ODA as implementing partners will deliver the education program in align with Child protection comprehensive and integrated activities as per Program grant management agreement.

The overarching objective of this intervention is to strengthen the resilience of drought-affected communities and improve their access to integrated basic services by strengthening multi-sectoral systems for the sustainable delivery of basic social services in the target areas of aiming at multi-sectoral delivery systems for sustained climate solutions, increasing access to climate-resilient basic social services. This intervention will be implemented with the following three objectives: Individuals, households, and communities in drought-affected areas are pre- pared and able to access integrated essential services to meet their basic survival needs; National and sub-national service delivery systems are functional, able to adapt and cope with negative impacts of overlapping shocks and crises and improved national and sub-national capacity to generate and effectively use evidence to inform decision-making for sustainable and durable livelihoods.

The project is to be implemented in Oromia Zones which are hosting the IDPs, host communities and returnees in the region and that is exactly the reason why this zone is targeted for this intervention, in order to maximize the impact of the expected results.

1.   Number of Position : 01(One)

2.    Mode &  Term s of  Employment  :  Full time  fixed term employment contract  for one year with possibility of extension

3.  Place of Work at  :   ODA HEAD office,   Finfine,  with regular travel to zones and woredas for technical support, monitoring and capacity building and coordination.

4.  Duties and Responsibilities

  • The Education Project Manager will develop, implement, and manage multiple education-related projects from start to finish according to strict deadlines and within the allocated budget. 

  • He/she will communicate with cross-functional teams to ensure all project requirements are met and will be responsible for creating detailed project plans, risk management plans, and communication plans.

  •  The Education Project Manager will also be responsible for conducting quality assurance checks throughout the project lifecycle and for ensuring that all projects are delivered on time, within 

  • Develop and implement project plans, timelines, and budgets in conjunction with school district staff and other stakeholders;

  • Develop plans and implement teacher training initiatives, particularly around the needs of students in emergency situations

  • Ensure that issues of gender, equality, safe learning (with a focus on school-related-gender-based-violence), accountability, risk and vulnerability are addressed and monitored;

  • Ensure project staff have strong community facilitation and coaching skills, and have a good understanding Learning through Play Social & Emotional Learning 

  • Demonstrate an advanced understanding of instructional strategies for students in emergencies and students with disabilities,

  • Monitor and adjust project plans as needed to ensure successful completion of objectives within defined parameters

  • Oversee the work of contractors and other external partners to ensure quality standards are met and deliverables are provided as promised

  • The Project Manager is expected to lead overall project planning, delivery, budget management, documentation, team management (including recruitment), partnership management, and representation of the project in line with donor and internal Save the Children standards and procedures. 

  • The Project Manager will be responsible for the identification of project needs will contribute to proposal and strategy development, and will ensure that the project is implemented in a timely manner within the project period, with a focus on quality

  • Serve as the primary point of contact for the preprimary, APL/APLP regarding the project, responding to inquiries and addressing concerns in a timely and professional manner;

  • Facilitate meetings and other events related to the project, including planning, logistics, and follow-up;

  • Ensures integration of Child Protection and Education with other core sectors,

  • Prepare reports documenting project progress, challenges, and successes for internal and external audiences;

  • Manage data collection and analysis related to the project, working with evaluation consultants as needed,

  • Ensures effective oversight of key Stakeholders with a specific focus on their work plan, activities implementation, and capacity-building support;

  • Identify and secure additional funding sources as needed to sustain the project or expand its scope;

  • Collaborate with school district staff to develop long-term sustainability plans for the project’s impact on district operations;

  • Ensures that minimum standards are maintained in accordance with the Minimum Standards for Child Protection in Humanitarian Action, the Inter-Agency Case Management Guidelines, the Sphere Charter, and the Inter-agency Network for Education in Emergencies Minimum Standards;

  • Works closely with the Monitoring, Evaluation, Accountability, and Learning team (MEAL) to ensure the effective monitoring and evaluation of programs;

  • Prepare detail implementation project plan and ensure its effectiveness according to the overarching strategy and project agreement made with the donor;

  • Provides overall leadership and management in creating short and long-range operational plans, which will lead to successful project implementation. 

  • Ensures that project staff effectively plan and deliver activities according to the overall project implementation plan including detailed annual activity and budget management, quarterly work, budget, and procurement projections, which will be accompanied by appropriate cash flow needs analysis.;

  • Assess the situation of emergency crisis affected schools and contribute in the development of appropriate and quality of project planning;

  • Prepare detail implementation project plan and ensure its effectiveness according to the overarching strategy and project agreement made with the donor;

  • Ensure that issues of gender, equality, safe learning (with a focus on school-related-gender-based-violence), accountability, risk and vulnerability are addressed and monitored;

  • Ensure project staff have strong community facilitation and coaching skills, and have a good understanding Learning through Play .Social & Emotional Learning; 

  • Demonstrate an advanced understanding of instructional strategies for students in emergencies and students with disabilities,

  • Perform other related duties as assigned by the immediate supervisor 

 5.  Educational Qualification, Experience & Skills requirements

5.1. Qualification:- MA/MSC,BA/BSC in Education, EPDM, Education Curriculum Development, and Other education related fields,

5.2. Work Experience:  minimum of   8 , 10 Years   in MA/MSc, BA/BSc respectively;

5.3. Skills:- 

  • Strong oral and written communication skills with Afaan  Oromo,  English and Amharic.

  • Computer application skills and the ability to analyze and compile technical and statistical data are required in align with MIS and other relevant data base system;

  • The ability to work independently, manage multiple projects, meet deadlines, and work effectively with government officials, citizens, and community organizations is required.

  • Knowledge of environmental assessment practices is preferred.

  • Effective leadership, interpersonal and communication skills

  • The ability to command respect and to create a sense of community amongst the members of the project teams

  • Good knowledge of techniques for planning, monitoring and controlling programs

  • Good knowledge of budgeting and resource allocation procedures

  • Sufficient seniority and credibility to advise project teams on their projects in relation to the program,

  • The ability to find ways of solving or anticipating problems;

  • Ability to manage multiple work assignments and meet tight deadlines;

  • Possesses analytical sound problem-solving skill

  • A person who has no record of criminal, child abuse, violence, neglect, humiliating punishment cases.

  •  No exposure and desire for drugs – Alcohol, Chat, and etc.
