About the Country Program in Ethiopia

Action Against Hunger has been operational in Ethiopia since 1984 responding to both chronic and acute needs through a multi-sectoral strategy where nutrition, Food Security and Livelihoods, WASH, and Mental Health and Psychosocial Support activities are integrated to have a meaningful impact on peoples resilience. Action Against Hunger currently operates in 5 different regions (Oromia, Somali, Amhara, Benishangul Gumuz, and Gambella) with a portfolio of 20m USD/year of emergency, resilience building, research, and innovation programs. We have a country team of around 600 staff in 17 regional and satellite offices. Our main donors in Ethiopia in 2020/2021 are BHA, ECHO, Europaid, UNHCR, UNICEF, GFFO, BPRM, SIDA, EHF, WFP, CIAA, and others.

I.Summary of position

As a Roving WASH Manager, you will play a pivotal role in ensuring effective water, sanitation, and hygiene interventions across diverse locations. Your primary responsibility is to oversee WASH projects, from identification to implementation, while adhering to organizational policies and quality standards. Additionally, youll contribute to capacity building, monitoring, and coordination efforts.

To ensure the proper planning, implementation and timely completion of WASH projects at different intervention areas and check the compliance with ACF working systems and procedures.

To manage WASH program activities, staffs and coordinate with government line bureaus and humanitarian actors in ACF different intervention areas. He/she will be involved in all the project cycle (assessment, proposal writing, implementation, M&E, and report writing to all stakeholders).

The Roving WASH Program Manager roles purpose, engagement and delivery is:

  • Purpose (The substantive focus of the job encompassing scope, depth and difficulty of work both conceptual and applied)
  • Engagement: (The focus of interaction both internally and externally needed to deliver a service seek collaboration and build effective partnerships)
  • Delivery: (The focus on the execution of the work and the role on the team for supporting business/operational functions in terms of timeliness and quality)

II.Key Objectives

1.Contribute to Project Formulation and Definition

  • Collaborate with staff and local stakeholders to identify, define, and formulate WASH needs.
  • Assess community needs, existing infrastructure, and environmental factors.
  • Contribute to strategically develop WASH initiatives based on humanitarian context and needs analysis in alignment with WASH Clusters, organizational goals, other relevant humanitarian actors, and Do No Harm principles.
  • Provide technical inputs for proposal development, including proposal narratives, budgets, and logical frameworks (LFA) as needed
  • Contribute to the design of WASH projects, considering integration, with nutrition, disability, and gender and other cultural social, and economic factors.

2. Effective Implementation of ACF Policies, Strategies, and projects

  • Ensure that WASH staff at different locations are aware of project details, including the Logical Framework Approach (LFA) and indicators.
  • Facilitate effective communication within the WASH team regarding project goals, scope, and stakeholder engagement.
  • Develop technical guidelines for project implementation as needed
  • Support the planning of WASH project activities across intervention areas.
  • Undertake feasibility studies, design sustainable water supply and sanitation projects, and prepare/review detailed implementation plans (DIPs) and PPPs
  • Develop/review designs, Bill of Quantities (BOQs), and technical specifications
  • Prepare/review tender documents for contracted-out activities and procurement plans for items procured at base and capital levels.
  • Engage in standard and quality tender processes from inception to completion.
  • Lead and coordinate with field teams to implement WASH activities effectively.
  • Support field team and handle financial and logistical bottlenecks and aspects of WASH projects
  • Collaborate with support team, field team, local stakeholders, and partners to address operational and technical challenges.
  • Ensure that sanitation and hygiene interventions lead to behavioral change within the community.
  • Ensure donor and ACF visibility requirements at project sites.

3.Quality Assurance for WASH Projects

  • Oversee the design, construction, and maintenance of water supply systems, sanitation facilities, and hygiene promotion initiatives in the field
  • Ensure adherence to Action Against Hunger (ACF) policies, guidelines, and strategies, and global and national standard protocols
  • Conduct regular assessments and monitoring visits to ensure project quality
  • Address any deviations promptly and implement corrective measures.
  • Supervise project teams and ensure efficient resource allocation, utilization and budget burn rate
  • Foster a culture of compliance and accountability.
  • Review and ensure the quality of Bill of Quantities (BOQs), technical specifications, and designs considering cross cutting issues and standards
  • Ensure that project beneficiaries actively participate throughout the project cycle, promoting transparency and accountability.
  • Supervise project activities using ACF tools (e.g., Activity Progress Reports, Detailed Implementation Plans, Budget Follow-up).
  • Address quality and standard elements in project proposals, including water quality monitoring, standard packages, innovations, inclusiveness, cross-cutting issues, community consultation, and creative hygiene promotion.
  • Promote multi-sector integration within WASH projects.

4.Meaningful Monitoring, Learning, Documentation, and Reporting

  • Establish/use robust monitoring mechanisms for WASH projects assigned
  • Collect progressive and relevant data on project progress, impact, and challenges.
  • Document best practices, lessons learned, and success stories.
  • Review/prepare timely and accurate reports for internal and external stakeholders.
  • Prepare new APR (Activity Progress Report) templates for new projects in coordination with MEAL
  • Conduct critical APR and report reviews on a monthly basis, ensure maintenance of the reporting cycle by PMs.
  • Contribute to capitalization, innovations, technical research topics, and advocacy activities.
  • Maintain a regular and quality WASH activity-mapping database, including construction progress updates and GPS locations.
  • Conduct planned and targeted field visits to assess project progress, provide supervision, offer on-the-job training, capture success stories, and monitor WASH initiatives.
  • Set action points based on field visits and ensure proper follow up, documentation and reporting.

5.Capacity Building and Team Management

  • Participate in recruiting WASH staff at various levels as needed.
  • Provide technical guidance and capacity-building support to field staff.
  • Foster a collaborative work environment.
  • Contribute to team building efforts within the WASH department. This involves fostering collaboration, communication, and a positive work environment.
  • Conduct regular evaluations and yearly appraisals to assess staff performance and identify areas for improvement.
  • Plan and implement on-the-job and formal training sessions for WASH staff, ensuring continuous professional development.
  • In the absence of the Project Manager (PM), step in to manage field staff. This includes overseeing their activities, providing guidance, and ensuring efficient project implementation.

6. Representation and Coordination

  • Engage in national and sub-national coordination platforms relevant to WASH as needed. This involves collaborating with other organizations, government agencies, and partners
  • Supporting the capacity development of ACF WASH partners by providing training, technical assistance, and resources as needed
  • Foster partnerships with partner Organizations. This entails building relationships, sharing expertise, and jointly addressing WASH challenges at the field, and regional levels.
  • Advocate for WASH-related issues at local and regional levels

VI.Physical Demands

  • While performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, including typing, and turn out heavy volumes of work accurately, within short time frames under stressful situations in the context of a moderately noisy office with many interruptions. Must be able to proofread own work accurately so that only minor corrections are needed on an infrequent basis.

VII.Working Conditions, Travel and Environment

  • The duties of the job require regular job attendance at least five days per week. Must be available to work outside normal office hours or on the weekends as required.

While performing the duties of this job in the field, the employee may be exposed to precarious settings under high security risks and/or very basic living conditions and outside weather conditions, as well as to infectious diseases.

Job Requirements

I.Required Qualifications and Professional Experience

  • BSc degree in Engineering or equivalent in the field related to Water, Sanitation and Hygiene, Water resources Engineering, Hydraulic Engineering with a minimum of 7-years working experience. Essential to have Engineering background and with strong WASH construction and demonstrated hygiene behavior change experience.

II.Required Skills & Competencies

  • Familiar with construction techniques, national, global the Sphere WASH standards, Familiar with Sanitation and hygiene promotion tools (CLTs, CHAST, WASHEM, sanitation marketing...).
  • Applied skill on water, sanitation and hygiene projects management (public health, engineering.) ,
  • Proficient and fluency in English is mandatory. Proficiency in the main local languages where ACF operates widely is a plus.
  • Flexibility, accountability, dedication & responsiveness
  • Knowledge of engineering softwares like AutoCAD, Water CAD, EPHANET.
  • Openness to new approaches and ideas
  • Understanding and experience of donor rules, requirements and donor reporting,
